On approval of the unified list of products subject to mandatory certification and the unified list of products whose conformity is confirmed in the form of a declaration of conformity (as amended on June 26, 2020)

Cosmetics are subject to mandatory conformity assessment in the EAEU. Verification of their quality and safety is carried out during mandatory declaration or state registration. Product research is organized in the system of technical regulations of the CU.

The technical regulation CU 009/2011 applies to cosmetics and perfumes – this standard establishes requirements for the production, turnover, and quality assessment of products of this type. It has legal force throughout the territory of the EAEU, as well as permits issued in accordance with it.

The main two forms of assessment are declaration and state registration. For the most part, it is the declaration that is required.

The declaration is drawn up on a standard A4 sheet. The information is entered into it on behalf of the customer, who assumes responsibility for the information provided. The document is intended to inform the buyer (customer) about all important information, which include:

·         name and HS codes of the products (can be made in one Declaration multiple products if they relate to the same category);

·        details of the holding company: name, phone numbers, address, INN and OGRN;

·        information about the standards that the products comply with;

·        number of test reports;

·        information about the laboratory: details, certificate number;

·         validity period of the permit document.
